I had encounter same problem with my newly bought ipad2,when i connect it to my laptop to sync it with itunes i was alarmed that my ipad is not charging.
I browse the net to see if its really normal for ipad2 not to charge when connected to pc.I finally get some answers to my question.
It is most likely because the USB port on your computer is not providing enough power to the iPad.
The solution is to put the iPad 2 into sleep mode (press the top sleep/wake button) whilst it is connected to the USB 2.0 port and you may find it charges in this mode even though when you switch the device back on it will say “Not Charging”. Once you disconnect from the USB port the percentage charge figure should have increased.
